1. Health & Safety Strategy & Governance
- Develop, implement, and maintain the project and company-wide Health & Safety Management System (HSMS).
- Ensure alignment with applicable legislation, client HSE standards, and international frameworks such as ISO 45001.
- Advise senior management on H&S strategy, risk exposure, and improvement initiatives.
- Set measurable H&S objectives, KPIs, and performance indicators.
- Lead continuous improvement initiatives to enhance safety performance.
2. Legal & Regulatory Compliance
- Ensure full compliance with local and national health & safety legislation, construction regulations, and statutory requirements.
- Monitor regulatory changes and ensure proactive implementation.
- Act as the primary liaison with regulatory authorities, inspectors, and enforcement bodies.
- Manage legal reporting obligations related to incidents, accidents, and dangerous occurrences.
3. Site Safety Management
- Conduct regular and ad-hoc site inspections, audits, and safety tours.
- Identify hazards and ensure implementation of effective risk control measures.
- Review, approve, and monitor:
- Risk Assessments
- Method Statements (RAMS)
- Safe Systems of Work (SSOW)
- Permits to Work (PTW)
- Ensure site activities comply with approved safety documentation.
- Enforce site rules, PPE compliance, and safe working practices.
4. Contractor & Subcontractor Management
- Evaluate H&S competence of contractors and subcontractors during prequalification.
- Monitor subcontractor compliance with site H&S requirements.
- Ensure subcontractors submit compliant RAMS and training records.
- Intervene and escalate where unsafe practices are observed.
- Promote consistent safety standards across the supply chain.
5. Training, Competence & Safety Culture
- Develop and deliver:
- Site inductions
- Toolbox talks
- Safety briefings
- Specialist H&S training
- Promote behavioural safety programs and workforce engagement initiatives.
- Ensure personnel are competent, trained, and certified for their roles.
- Actively promote a positive safety culture, encouraging hazard reporting and near-miss reporting.
6. Incident & Emergency Management
- Lead investigations into:
- Accidents
- Incidents
- Near misses
- Unsafe acts and conditions
- Prepare detailed investigation reports including root cause analysis.
- Implement corrective and preventative actions.
- Develop and test emergency response plans.
- Coordinate emergency drills and preparedness exercises.
7. Reporting & Documentation
- Maintain accurate and auditable H&S records.
- Produce regular reports including:
- Accident statistics
- Near-miss data
- Audit findings
- Compliance metrics
- Provide H&S input into:
- Client reports
- Tender submissions
- Project reviews
- Support internal and external audits.
8. Client & Stakeholder Engagement
- Act as the primary H&S interface with clients and consultants.
- Attend progress meetings, safety meetings, and audits.
- Represent the company professionally during inspections and reviews.
- Support project delivery while ensuring safety is never compromised.
